No result having been reached by negotiations at
Paris ६ protest should now be entered subject to your
concurrence, on behalf of His Majesty's Government
against a step which they can only regard as a viola-
tion of the spirit of the undertaking given by Chang in
1905. His Majesty's Government reserve the right to
raise question of advantages to which that arrangement
fairly entitles them.
